As the developing of reform and opening up, and the developing of level of the economic, the transition of government function has also been in a very important stage. Because of the civil servants are the key actors in the activity of transforming government’s management function. They need high political awareness and high level of disposition and so on, which influence the efficiency of the reform. Otherwise, professional training is one of the effective ways to improve the level of political awareness and disposition.The main body of the essay is the civil servant of tax system, who is the very actor of the government tax. As the changing of the surroundings of tax and the tax policy, the civil servant of tax system need to improve their level of disposition and working ability. So, we need insisting on civil servants professional training, what’s more, we need insisting on improving the level of the professional training. In order that, the civil servants of tax system can utilize what they had leant to do their work better.The essay covers foreign research and domestic research; including human resources’ invest theory, public management theory ECT. The essay analyses the three parts of foreign training, including examine in the early stage, evaluating in the middle stage, and investigating in the end. So that, to realize the characteristics of the foreign training, and utilize it in our own tax training system. After analyzing Zhengzhou tax system by questionnaire survey. We realize that there are three questions in tax training, including the low ability, shortage in connecting ability with job, shortage of tax environment. There are three factors subjective thinking, regulation, operating, which lead to the situation. So, the author would give some suggestion to these problems in tax training of Zhengzhou. First, perfecting the analyze system of demand of organization, demand of job, demand of person. Second, strengthen the training management. Make a good use of the teachers. Focus on the personal ability during the training. In the end, to make sure that connecting the training result with the organization. The author hopes to provide some useful suggestion to prefect the tax training system.
