Civil servant training has always been valued by the Communist Party and the government of China.It is not only the necessity to comprehensively improve the ability of civil servants,but also the need to promote government management effectiveness and strengthen the Party's governance capability.The research of civil servant training has also received attention from all parties and has been studied in terms of human capital,lifelong learning theory,training assessment theory,etc.However,civil servant training course has always been the focus and difficultly of the research of civil servant training.The study selects the development of civil servants training course as the research object and tries to put forward the design of curriculum system that meets the professional characteristics and developments of civil servants.All efforts aim to make the training accords with the actual working conditions of civil servants.The study is targeted at the theoretical and technical norms of the design of civil servant training curriculum system.It mainly discusses how to design the civil servant training curriculum system based on professional practice,including the following parts.The first chapter is an introduction.It mainly introduces the reason for choosing this topic and defines the core concept involved in the study and the research scope.Based on the review of relevant literatures,the research methods and ideas are illustrated in this chapter.The second chapter is the development concept of civil servant training courses.The development concept of this training course is greatly influenced by modern training theory.Under the guidance of different concepts,there have been a great variety of designs of civil service training curriculum.This chapter directly points out that the civil service training course should refocus the professional characteristics of civil servants,and believes that the practice-oriented vocational education curriculum theory is a significant theoretical basis for the design of civil service training course system.The third chapter is the core of the development of civil servant training curriculum——professional competence analysis.The cultivation of professional competence for civil servants is the logical clue for the development of training courses.Beginning with an analysis of civil servants' professional activities and professional thinking,this chapter presents the connotation,characteristics,and composition of civil servants' professional capabilities,which lays the foundation for the study of civil servant training courses.The fourth chapter is the design of training course system for civil servants.The system is the core element in the entire process of teaching and training.It is a core issue that has a direct impact on whether the quality and objectives of the civil servants training can be improved and achieved.In this chapter,the objectives,course content and selection of civil servant training courses are analyzed and evidenced.In addition,it tries to propose technical scheme of training design for civil servant training based on practices.The fifth chapter is the research conclusion and prospects.This section mainly clarifies the conclusions of the previous research and proposes relevant research prospects to overcome the existed limitations.
