The software includes operating system, approval process, efficiency, honesty in politics, the civil service administration according to law etc. The hardware is working environment, office facilities, etc. The environment is good or bad, is directly related to the effect of government management, has significant impact on the economic, social development. A region wants to develop, must have a good development environment, while the government environment is an important part in the development of the environment. This paper takes Ningxiang county government as the research object, through the study of relevant literature; this paper expounds the connotation of e-government environment and factors, and analysis of the present situation of Ningxiang county government environment, mainly including the achievement and problems. Although, after years of development, Ningxiang County in the e-government environment improvement has made great achievements, but many problems still exist in many aspects of behavior of subject quality, policy and legal environment, institutional environment, institutional environment, government credit environment, needs to be further improved. Finally, aiming at the existing problems, the author puts forward some countermeasures and suggestions for the improvement and optimization of Ningxiang county government environment:the construction of high-quality civil servants, perfect and scientific decision-making system, improve the quality of administrative behavior; administrative norms, strong environmental remediation, eliminating the policy factors hindering development; promote open deepening reform, examination and approval, improve the system environment construction; strengthen the unified management, the implementation of institutional reform, straighten out the administrative system; establish official credit management system, making the government good credit environment.
