A Study On The Role Of Government Played In The Airport Comprehensive Transport

Since China’s reform and opening up, great changes have taken place in thetransportation sector，the different mode of transportation has got a fast developmentand the transportation system has received a preliminary perfect. The next questionfor China’s transportation field is how to promote the development of comprehensiveintegration of traffic transportation. The law of the People’s Republic of China on thetwelfth five-year plan for national economic and social development program aims tobuild a comprehensive transportation system. Thereinto, as an important part ofcomprehensive transportation hub, the integration of the airport traffic takesimportant roles to elevate the inter-city traffic efficiency, save the transportationresources of the inter-city and promote the regional development. The integration ofthe airport traffic is regarded as an important indicator for the comprehensivedevelopment capacity of the cities and the construction level of modernization. It isan important symbol of the urban civilization and the friendly environment.Today’s airport has evolved from the traditional sense of the "airport" to acomprehensive transportation hub which integrates a variety of transportation mode.Airport joins together the city through the integration of traffic and becomes anintegral part of the city. In addition, the airport services for the social public. Thecharacteristics of the long infrastructure construction cycle and investing much andprofiting slowly have given the main characteristics of public goods. Therefore, it isinseparable from the support and guidance of the government departments to developthe airport comprehensive transportation system and promote the realization of thefunction of integrated transportation hub.It is particularly important to study the roleof government in the airport traffic integration.However, the role of our government isnot legitimate. It mainly shows that it is difficult to carry out the government’ssupporting policies. In addition, the repeatability of the planning is strong, and thecoordination effect is not obvious. Moreover, the government supervises less butmanages more. What’s more the service ability is limited. This paper tries to beginwith the current situation of the role of the government in the airport trafficintegration of our country. Under the guidance of relevant theories with thegovernment function, the paper draws lessons and absorbs the advanced experience ofthe United States and Britain and puts forward a series of countermeasures andsuggestions with Chinese characteristics which give play to the role of government in airport traffic integration. These countermeasures mainly include the followings.Firstly, orientate the government’s economic management functions scientifically.Secondly, enhance the service consciousness and service ability of the government.Thirdly, the government must pay attention to the top-level design of the airporttraffic integration. Fourthly, endeavor to promote the policy implementation ability ofthe government. Fifthly, reform the management system of the government and set upauthoritative institutions for coordination. Sixthly, play a role of the government’sadministrative supervision.
