In recent years, many kinds of emergencies occur frequently. Because of that, the emergencies bring huge threats and loss to the country and the people. At present our country is in the important period of strategic opportunities, and the social security and stability directly affect the rapid development of economy and society. Governments at all levels will also focus on strengthening capacity building to prevent and handle emergencies. Therefore, the research on emergency response has important practical significance.In this paper, emergency response is studied according to the theory and method of system engineering. Based on the OODA loop theory and modeling of discrete event system simulation method, combined with the existing simulation platform and development environment, we conduct a study of modeling and simulation of collaborative emergency rescue process.The main research work includes:(1)Introduce the related concepts of the OODA loop theory and the effectiveness of emergency response. Analyses of emergency response process using the OODA loop theory. Based on it, we construct the theoretical framework of emergency response.(2)Combined with the OODA loop theory, we describe and analyze the simulation mechanism of the emergency response formally using the DEVS theory. Finally, establish classics and parallel coupled DEVS models of the emergency response unit.(3) Emergency response coordination process modeling based on discrete event systems. Design simulation model and simulation strategy.(4)Under the background of emergency response scenario, we conduct simulation analysis based on the STAGE simulation platform.According to the characteristics of emergency response, an emergency response framework is constructed based on the OODA loop decision-making theory. This paper focuses on the formal description, modeling and simulation of the collaborative process of the emergency rescue unit. The results of this study have important theoretical and practical significance to improve the efficiency of emergency response emergency.
