Policy evaluation is an important part of the policy process, but in theory and practice of public policy, it is obviously lagging behind policy-making and policy implementation. This problem seriously blocked the scientific level of the policy decision-making and the process of the democratization of our country. Since the1990s, along with the vigorous development of the internet in China, the citizens’ participation in policy evaluation through the internet develops rapidly. Citizens’ participation in policy evaluation through the internet has become an irresistible trend of history. In recent years, due to the improvement of the civil consciousness and the changing of government’s philosophy, our citizens participate in the policy process through the internet frequently and frequently, in addition, this situation continues to expand. A comprehensive study on citizens’participation in policy evaluation has important theoretical and practical significance, it will make citizens’ participation more orderly, it will improve the quality of policy evaluation and the level of the construction of the democratic politics.This paper is supported by the theory of civil society, above all, it inspects the development process of citizens’ participation through the internet in china. With the birth of the internet, citizens’ participation through the internet of china experiences three stages, it is appearing, power displaying and higher strength displaying, the network has played an important role in citizens’ participation in policy evaluation. With the development of citizens’ participation through the internet, it gradually formed three main network subjects, network users, online communities and network organizations, it also formed many types of participation online, just as public opinion online, electronic voting, e-mail and communication with government officials online. Then, this paper describes the characteristics and advantages of citizens’ participation in policy evaluation through the internet, direction and low-cost, equality and concealment, openness and efficiency. Later, it reveals the problems exist in citizens’ participation in policy evaluation through the internet, citizens’passion is not high, the subjects who participate in policy evaluation are not balanced and citizens’ participation is disordered. Finally, this paper proposes three measures to regulate citizens’ participation in policy evaluation through the internet, firstly, improve citizens’ capacity; secondly, establish the system platfonn; thirdly, optimize the environment of citizens’ participation in policy evaluation through the internet.
