The report of18th national congress of the CPC stressed the need to deepen the reform ofpersonnel system, to construct high-quality ruling cadres, proposed to complete the cadreappraisal mechanism and to promote the leading cadres to establish a correct view ofachievements. The new central leadership after18th national congress of the CPC, havestrengthened the requirements to civil servants, which makes the civil servant’s appraisalsystem that based on civil servant management system more and more important in the currentpolitical context. This study is on a relatively old topic. Some scholars have conducted in-depthresearches. But research of theory is inseparable from the support of practice. In the case ofactual changing of cadres and the cadre management measures, the study of civil servant’sappraisal system has important and far-reaching significance.This paper is divided into six chapters, the first chapter introduces the research background,the research chapter domestic and abroad and the research methods used. The second chapter isan overview of the work of the civil service examination, first analyzes the meaning of thecurrent civil service examination system, and then introduces the development process since thefounding of China’s civil service examination system. Combined with the actual situation, thethird chapter lists the various problems that exist in our civil servant’s appraisal system andanalyses the root causes of problems from the aspects of traditional concepts, environmental,appraisal methods and human factors. The fourth chapter describes the status of civil servant’sappraisal systems of Britain, the United States, Japan, Germany and other developed countries,and learns relevant foreign experiences. By the analysis of the causes and lessons fromdomestic and abroad, the fifth chapter puts forward countermeasures and suggestions in sixaspects to improve the civil servant’s appraisal systems. From the view of practice, the sixthchapter introduces a new approach that an administrative agency of China adopts, analyse theadvantages and weaknesses of this method.By introducing the chapters of this paper, this study clarifies the status of the civilservant’s appraisal system, points out the insufficiency of appraisal work, analyses the relevantreasons, presents practical suggestions for reformation of the civil servant’s appraisal system,and has important reference value to further improve the quality of cadres and the workingefficiency of hte civil administrative agencies.
