The assessment system of civil servants is of great importance to the civil service for its essential role in evaluating working performance and stimulating efficiency improvement. Since this assessment system is established, it has presented the positive effect on the optimizing of the civil service formation, the improvement of the working efficiency and the other aspects. With the development of the assessment system, many problems resulting in making the assessment to stay in the formalism are exposed in some aspects, such as the assessment norm, the result, the objectivity and the authenticity of assessment, etc.. In the actual period we have to confront two major issues:how to improve further the actual assessment system and how to make it adapt the orientation of the reforms of administrative system. Seeking for the efficient way of civil service assessment, building a long-term management, reinforcing the good formation of quality of civil servants, improving the efficiency are the important subjects of the strengthening the party’s ruling ability and position as well as the effective way of accelerating transforming the government function.The thesis consists of five chapters. Chapter I introduces the background, the significance, research method of the study as well as the domestic and overseas study status,it puts forward the research thinking and methodology. Chapter II gives the relevant definitions, explains current content, the significance and the characteristics of the current assessment system of non-leading members of civil servants applied in China. Chapter III points out the validity-reducing flaws of the current assessment system which lies in its content, standards, methods, results application, etc. The causes of these flaws are analyzed through the perspectives of traditional culture, external environment, system design and execution ability. Chapter IV makes an introduction of the assessment system in some major countries such as UK, the USA and Japan, and analyzes the experience and advantages that China can learn from. In Chapter V, the author provides his suggestions for system improvement which include the perfection of legal system, the clarification of assessment target, the specification of assessment content and standards specification, the supplementation of assessment result rankings, the emphasis on the results, the improvement of assessment methods, etc. The author illustrates his ideas with practical experience.The thesis, through studying the research and practices of the assessment system of civil servants by domestic and overseas experts and scholars and analyzing the assessment systems of UK, the USA and Japan,take an example of the group of common civil service who is not in the leader position,points out the shortages of Chinese assessment system. Based on China’s national conditions and practices, and under the guidance of addressing both the symptoms and root causes with symptoms tackled first, the author proposes feasible suggestions for future reference on the assessment system for the improvement of personnel quality and the efficiency and order of administrative organs.
