Along with the globalization degree level and grow with each passing day,the accelerating pace of modern life,the problem of occupation burnout has become not only one field to study the problem,become every in the social environment of the people are likely to face the problem,need attention of the whole society.Chinese human resources network through the Internet in 2014 organized a career of social survey,respondents in 3/4 reflect their own has produced a slight or moderate occupation burnout,1/10 felt they had to work to produce a serious emotional conflict,namely,serious occupation burnout.The level of job burnout of the employees of government agencies and institutions is only less than that of foreign enterprises,accounting for 17%of the entire team.In this paper,Xihe District of Fuxin city four town as an example,take a combination of qualitative analysis and quantitative analysis method,theoretical analysis and empirical analysis,through the collected data,summed up the status quo and existing problems of the object of study,including 85%civil servants reflect anxiety,irritability,depressed mood in daily work in;67%of the respondents believed that at present at work for the promotion and occupation development does not have much hope,the probability of job changes is very low.Most investigators believe that the unit for the professional development of the implementation of the training is not good,the leadership does not pay attention to training opportunities for less.Analysis of Xihe District Four Fuxin city in the town of civil servants occupation burnout causes,including the specific activities of civil service management is not perfect,the lack of scientific evaluation system of civil servants,the lack of overall planning and management project evaluation mechanism,imperfect management of township institutions.Finally,to solve the Xihe District of Fuxin city four Town,puts forward some countermeasures and suggestions of civil servants occupation burnout,including setting up a scientific and rational position system and occupation development channel,clear performance wage payment system,pay attention to the bonus distribution and welfare,establish and improve the promotion channels,learning and training opportunities,to provide a good working environment,to further promote the specification the system construction of grass-roots administrative institutions,grass-roots government efforts to optimize the implementation of the system environment,vigorously transformation of grass-roots government functions,establishing the service concept as the guiding ideology of the basic level government,deepening the reform,perfecting the governance structure.
