The Civil Service Assessment System In China

The assessment of civil servant, just as its' name implies, means an inspect and evaluation to the work of civil servant. The ancient government officials' assessment has a long history, dating from Xiang-Shang-Zhou period, going through different assessment systems of Feudal dynasty in China. We can see our assessment of ancient government officials are all based on officer's virtues and achievements in his career.New democratic revolution period of China also carry the assessments of civil servant.But these assessments just in order to improve the civil servants' political quality and probity. It doesn't contain the details work of assessment. In the November of 1979,the Organization Department of the CPC Central Committee launches the assessment of civil servants. The contents of civil servants' assessment are fragmented until the document <County(city, area) party and government leaders' assessment of annual work plan > enacted in 1988. During 1988 to 1998, the Organization Department of the CPC Central Committee complete ruled every aspect of the civil servants' assessment by six documents. In 2005, Civil Service Law was enacted. We have an actually law to restrain the civil servants' assessments.In 2009, 2013 and 2014, the Organization Department of the CPC Central Committee and State Bureau of Civil Servants set out three documents to restrain the assessment at ordinary times of civil servants. Recently, the defects of our current civil servants' assessment are coarse rules, simply procedures, temporary subject and so on. Through contrasting to other Countries' assessment of civil servants, we can learn and improve our civil servants' assessments. The article based on our own specific national conditions, trying to set forth our civil servants' assessment by five sections. We will states the history and current situation, the defects of our current assessment, the reason why the defects come and the suggestions of our assessment systems.
