As few years have been passed after the Obama government announcing the“Rebalancing to Asia Pacific region policy in2011, it’s more mature for US takingadvantage of the Asian allies’ strength to realize the policy goal. So the cooperationbetween US and Asian allies has been frequently than before, especially theUS-Philippines alliance. Considering the strong side effect that the enhancedUS-Philippines can bring to Chinese security, then the questions of how US andPhilippines are enforcing their alliance relationship and what are the possible reasonsbehind are deserved to go deep research.The thesis will first introduce the significance of this study, method of this study,and the previous research on the study of US-Philippines alliance enforcement and theimpact on China form home and abroad.The first chapter is to analysis of the current situation of the US-Philippinesalliance. There are two major features when gathering the knowledge of cooperativeitems of US-Philippines alliance. Firstly the cooperation terms in military field isgoing to be deeper. Secondarily they are going to widen the cooperative terms in thenon-military field.The second chapter is to analysis the possible reasons for US and Philippinesalliance enforcement. Such military field cooperation can be shown in the followingways. More US military ships visited Philippines; In terms of the military exercises ofthe US-Philippines alliance, military exercises subjects are increasing and militaryexercises scale are becoming larger; The financing assistance that US gives Philippinesare increasing; US is enhancing the Philippine military ability in sea, air andmonitoring ability; Philippines is purchasing the military applications that are made inUS; US and Philippines are trying to make “Increased Rotational presence”(IRP) agreement framework; US is encouraging Japan and Philippines to make the militarycooperation.Besides the military field cooperation, US and Philippines are also actively towiden their non-military field cooperation. For instance, the the amount of“Development Assistance that US giving to Philippines is increasing, the agreement of“Partnership for Growth”,“Joint Country Action Plan”and “Millennium ChallengeAccount”are signed in sequent;they also make cooperations in terms of “renewableEnergy”,“Global health program”,“International Narcotics Control And LawEnforcement”(INCLE) and extra.Among the non-military field cooperation, the term of disaster relief, which hasalready been in the bilateral joint goals, is highlighted. As the several severe naturaldisasters happened in Philippines in recent years, the cooperation in this field isbecoming closer and larger. For US, not only the hard power, but the soft power arehighlighted during the disaster relief. For instance, US provided the larger militaryships for the disaster relief; US took the Japanese base to make a rest for the ships thatwere driven to Philippines.The third chapter is to analysis the impact of US-Philippines alliance enforcementon China. The reasons that US and Philippines are enforcing their alliance relationshipare complicated though, there are two major reasons behind. Philippines is regarded asthe stance of Southeast Asia for US to carry out the “Rebalancing Asia” policy.Meanwhile, it is the Philippines’ interest to get more defense assistance from US anddefense protection. Namely their are mutual benefits between US and Philippines.Firstly, it is US’s goal to shape the military and economy dominance inAsia-Pacific, Southeast Asia is the stance for US to carry out the policy goal, andPhilippines, in further, is the stance in Southeast Asia considering its location and thethe position of ASEAN member. On one hand, Philippines can be the stage for USmilitary deployment in South China sea, on the other hand, as the member of ASEAN,Philippines can well link US and ASEAN in terms of economy and diplomacy.Secondarily, Philippines can get more assistance from US. Once Philippines tried to build the self defense project, but it failed in terms of the weak potion to go againstChina and the weak ability to carry out the project itself. In such embarrassed situation,Philippines is trying to get close to US for help, further to enhance the alliancerelationship.The forth chapter is to analysis the developing trend of the US-Philippinesalliance, then some suggestions for China to handle the situation will be concludedbased on analysis above. It would be very severe for China to go against the enforcedUS-Philippines alliance. Firstly, the enhanced US-Philippines makes the relationshipbetween China and Philippines worse. Further it challenges the relationship betweenChina and ASEAN. In addition, China would be very pressing to handle the disputesbetween South China Sea and East China Sea.
