Research On System’s Inertia In Government Deal With Mass Incidents

With the deepening of the reform and the change of social structure，varioussocial contradictions and risk factor were apparent,our country has entered a period offrequent occurrence of mass incidents. Frequent occurrence of mass incidents not onlyagainst the construction of a harmonious socialist society, but also put forward severechallenges to the governance ability of the government.Based on the analysis of sometypical current in the process of mass incidents，we found some mass incidents oftenexperience the process of “public opinion，public resentment, public fury”, localgovernment’s handling of some mass incidents was caught in a trouble.In the previousstudies on the basis of investigation and the author of reality，the author thinks that themost important reason that lead to this result is the “system’s inertia”. As a result, thispaper is entitled "Research on System’s Inertia In government deal with massincidents”,the current problems of our country’s government in dealing with the massincidents show “institutional sluggish” are studies and discussed.Firstly, This paper points out the background and significance of the topic in theintroduction part, thus a literature review about the academic study of mass incidentsand institutional sluggish was made. Secondly, the paper points out the current situationof the mass incidents in China. And mass incidents show some new features in a periodof the frequent occurrence of mass incidents, and the local government was put forwardsevere challenge, the local government in dealing with mass incidents by the problem of"System Inertia". Again, the paper summarized four reasons for the problem of " System Inertia" of the local government in dealing with mass incidents., namely, pressureadministrative system and biased norm,the government improper exercise of power,citizens lack of benefit expression mechanism, lack of local government crisismanagement ability. Finally, the paper points out some methods to solve the problem of" System Inertia":such as speeding up the reform of administrative system, perfectingthe official achievement appraisal system; Transforming government functions, buildinga service-oriented government; Setting up the mechanism of interests consultation,absorbing the citizen political participation and strengthening the government crisishandling ability.
