In recent years, people continue to pursue economic development and at the sametime, also more and more involved in volunteer service. Volunteer service is built onthe basis of people willing, embodies a kind of humanitarian spirit. Today, thevolunteer service has also been more social recognition of people and become avolunteer. The main carrier of volunteer organization as volunteers in volunteerservice, also has been the rapid development. With the volunteers continue to grow,how to understand the relationship between volunteers and volunteer organizations, topromote the development of voluntary service, become an important topic in the studyof the volunteer organization development.The study for volunteers and voluntary organizations focus is placed in between thetwo social exchange, mutual attraction between the two sides, the volunteers gainsome social rewards from the organization, get some satisfaction; and the volunteerorganization is a kind of human resources, make the organization to obtain sustainabledevelopment. Volunteers and expect to receive returns from the organization, therewards can be divided into intrinsic and extrinsic rewards. The organization to meetthe demand for volunteers, volunteer agree, legitimacy and organization appeared, toacquire the legitimacy of power. Once the power is produced, so inevitably there willbe a kind of organization is the organization norms to restrain the behavior ofvolunteers. Although on the surface of the volunteers in the organization is willing toengage in volunteer service, but it still exists in the framework of organization. Ofcourse, if the organization make the volunteer have a feeling, the population pressure,then, the volunteers will appear against. This is the main reason for the serious loss of volunteers. Therefore, the dilemma of how to deal with power generation, challengeand voluntary organizations.This article attempts from the volunteers and voluntary organization of socialexchange relationship, the motivation of volunteers and social reward expectations,and organization of the legalization is discussed, based on the recognition ofvoluntary service, reasonable organization system construction and so on, so as toexplore a path and promote the stable development of the organization.
