The vigorous development of NGO in China and in the role of social mandates,and volunteers as the core resources of NGO, is the pillar of organization play a role.Volunteers and volunteer service activities in promoting social harmony,people’s liveadvantages more and more get the attention of society,the most effective way tovolunteer and give full play to the role is to maximize the motivate volunteers torealize its social value. As volunteers,volunteer incentive work is becoming more andmore attention,all kinds of type,level and scale of the volunteer incentives innon-governmental organizations (NGO) have been developed,and the have also madecertain achievements. But because our country NGO volunteers time late, and itsservice volunteer incentive mechanism is not perfect enough,appear even thevoluntary failure and other issues. These problems seriously restricted the growth ofvolunteers and the further development of NGO. Comprehensive expounds therelevant NGO volunteers is presented in this paper,on the basis of incentive theory,in-depth analysis of the current situation of the NGO volunteers motivation,volunteer from the organization capital,citizen consciousness,to participate in andsupport the motivation of volunteer activities and so on analysis of existing problems,at the same time using the experience of foreign NGO in volunteer incentives basedon the outside from non-governmental organizations,non-governmental organizationsand volunteers themselves is proposed to construct three different angles of incentivemechanism of China’s NGO volunteers. Mainly reflects in: one is on the outside of thenon-governmental organizations to perfect the government policies and regulations,in particular to give play to the authority of national legislation in the aspect ofvolunteer motivation,while providing a sound social security system;2it is within theNGO to form is given priority to with spiritual multiple incentive methods ofcombining the incentive methods,to improve the capital source channel,etc.; Threeare volunteers to strengthen self-motivation.
