Civil service recruitment system is a key basis in the system that the new civil servants superseding the old, and it is also the first link of the three parts recruitment, management and separation that part deserved highly valued. Principles, procedures and methods of the recruitment are meaningful for guiding the construction, development, improvement and innovation of the entire civil service system; they play a decisive role in improving the competency of civil servants. After years of unremitting efforts, China has already solved the problem of recruitment under examination in accordance with law, the scientific issue of recruitment under examination should be the next to be considered. Speak from the reality, the first level regime of the township is facing the most important task, the most complicated situation and the most severe challenge since the reform and opening up. In recent years, some governments in towns and villages appear unable to cope with the outbreak of social conflicts. Especially in economically underdeveloped areas, it is a common phenomenon that lack of talents, improper distribution and a large number of empty compiled vacancies in the team of civil servants, which directly points out the unreasonable issue in the civil service recruitment system and the urgency to change the situation. This paper takes Yangjiang city as an example, based on the data analysis and research work, conducts an analysis on the current situation of the team of township civil servants, and put forward the suggestion that should improve the civil service recruitment system through broaden the resources of civil service recruitment. The suggestion faces the imperfection of the top design, such as the problem caused by the structure of the civil service layout. At last, the paper proposes suggestions for that apply to the township civil service recruitment system of Yangjiang and other similar area in China from the perspectives of national top design, the specific system improvement and the construction of micro resource of civil service recruitment.
