Research On Government Functions In The Construction Of Sponge City In Wuhan

The rapid advancement of urbanization has destroyed the original urban water ecological pattern,resulting in frequent occurrence of “urban viewing”.At the Central Urbanization Work Conference on December 12,2013,General Secretary Xi first proposed the concept of sponge city,which led to a nationwide wave of sponge city construction.As a city construction model of the ecological government of the new era,Sponge City is a large-scale ecological infrastructure construction project guided by the ecological nature concept under the concept of ecological civilization.It requires the government to play a leading role in the construction process and assume the main functions.In this context,this paper selects Wuhan,one of the first pilot cities for sponge city construction in China,as the research object,through the literature research method,the empirical research method and the comparative research method,based on the public goods theory,new public service theory and ecological nature theory,comprehensively studies the sponge city construction of Wuhan.The article begins with an overview of the overall construction of the sponge city in Wuhan.Secondly,it provides an in-depth analysis about the specific functions undertaken by the government in the process of building sponge city in Wuhan,including the organizational leadership mechanism establishment and planning policy formulation in the early stage,the project investment and financing and the specific implementation in the medium term,the operation management in late period.After that,the article summarizes some of the problems that the government has in the process of building sponge city including the insufficient wading policy system,the lack of guarantees in planning implementation,the lag in the implement of PPP mode and the lack of research,development and operation talents,identifies the underlying causes of the problem.On the basis of absorbing the experience of domestic and foreign governmentsponge city construction,it further proposes to establish a scientific concept,increase propaganda,optimize top-level design,adhere to planning guidance,coordinate construction,refine process mechanism,consolidate technical foundation and strengthen talents training.These thoughts and countermeasures help to improve government functions and promote the construction of sponge cities.
