| To review and discuss NPC (National People’s Congress) member’s motion and CPPCC (National Committee of the Chinese People’s Political Consultative Conference) member’s proposals (referred as "proposal" in the following) is an important agenda of NPC and CPPCC every year, a significant point for mass media to report on NPC and CPPCC, and also a public affair which the public pay close attention to. From a historical perspective, we could saw the process of presentation of proposal on mass media, it from nothing to less and then to rich, and easier accessing to NPC and CPPCC field directly reflects the change of Chinese political communication environment; while from the perspective of media interaction, in recent years, with Weibo, BBS etc we media developed and participating, all kinds of media have their own characteristics and interactive laws in NPC and CPPCC field, they attract the habitation of different discourse subjects, and then to construct the public opinion filed, in macro sense.Embarks from the synchronic and diachronic direction, this paper trying to have a panoramic scanning of the media presentation of NPC and CPPCC proposals. Firstly, paper figured out a trend on the presentation of proposals on different media in nearly five years (2009-2013) by content analysis method. Selecting paper media (take <People’s Daily><Southern Metropolis Daily> as objects), portals website (take Tencent as an object) as representatives of the traditional media, and BBS (take BBS "power" as an object), Weibo (take "Sina Weibo" as an object) as the representative of we media, mainly researching from the variation on the amount and forms of proposals presentation, the variation on kinds and source of proposals which had been presented, reading and recording each report samples, and eventually got a conclusion on the trend of different media in presenting proposals.Secondly, located on2013, a significant NPC and CPPCC year which connecting the preceding and the following, to compare and analysis presentation of different kinds of proposals on different kinds of media more detailedly. To be specifically, paper selected a hot case from each kinds of proposals to do media research, such as the political, economic, people’s livelihoods and the "shocking" ones that has been discussed widely, summarized the characteristics of its presentation, and clarified and analyzed the formation of "shocking" proposals.Combining the integrated quantitative and qualitative data conclusion, this article continues to answer two questions:the one, located in the blooming five years of we media, what kind of variation has happened to media environment in NPC and CPPCC field? The research results showed that the public opinion filed of NPC and CPPCC has experienced an enriching process of media presentation from "solo" to "chorus", a converted process from emphasizing on "agenda" to emphasizing on "opinion", a turned process for public opinion environment from "passive" to "free", a concentrated process from "elite" perspective to "civilian" perspective, and a changed process of report style from "serious" to "banter".The second one,based on the result of synchronic compares, paper explained the combination and distinguish of media function in NPC and CPPCC filed,which mainly concluded from the view of media function. The study shows:from the common point of view, both the mass media and we media have played an important role in "supervising society" and "inheriting culture", builded up the information database of NPC and CPPCC and democratic atmosphere people can talk politics initiatively within, together. While from personality perspective, different media have differences in the themes, contents, forms and media demands, make professional journalists as the subject, mass media want promote themselves and make their profit through the comprehensive and professional NPC and CPPCC reports, which presenting facts that have been constructed and selected. Subject of we media are non-professional users, they only provide facts in fragment and their opinions, so what in we-media is kind of emotion and attitude which based on NPC and CPPCC facts, it is actually a multivariate demands, but act like non utilitarian.According to the above conclusion, the author thinks:there are actually existing three discourse subject in NPC and CPPCC field, namely the official discourse which been represented by paper media and portal website, the elited discourse formed from the NPC and CPPCC members and intellectuals who are active in we media, and the civilian discourse formed from the active internet users in we media. The three discourse interact and compete vividly on the basis of their medium position.At the end, the theory should combined with reality, paper given some countermeasures to presenting proposals and guiding public opinions of NPC and CPPCC:rebuilding the official discourse through the comprehensive cooperation between government and media, upgrading the elited discourse through the promotion of the NPC and CPPCC members, cultivating the civilian discourse by teaching the public to use new media. Only the three discourse both be valued, also cooperate and interact positively, can "looking on a big national event with folded arms" turned to "caring and discussing those issues that we know mattered",and the the pattern of public opinion can be healthy and reasonable. |
