Analysis Of The Effect Of CPPCC Proposal System On Public Policy

Since Chinese People’s Political Consultative Conference established, it has been playing a very important and special political role in China’s political life. The importance of the CPPCC is reflected in an important place for the United Front, important sites for political consultations and democratic functions of play;The particularity is there has an different development path in consultation with overseas democracy.The CPPCC proposals is particularly important way to discharge of CPPCC’s duties,is the annual "two sessions" work report of the CPPCC which only dedicated to a detailed report. CPPCC proposals embodied in direct political consultation, no nodes, and rational expression played a significant role for achieving functional superiority of the CPPCC system.By reflected problems, analysis and recommendations,the proposals has the capacity to influence public policy.Agenda of public policy have several segments.The CPPCC proposals as government’s external policy recommendations could make influence in policy’s agenda. This paper will analyze the way of proposals influencing policy agenda by John·Kindon’s Theory of Multiple Streams. The problem is how proposal work and its relevant system put the proposal into public policy agenda. In the interpretation of the Theory of Multiple Streams, we see that the proposal has a great correlation with public policy agenda.The constraints of proposal influencing policy agenda is also very obvious. The empirical content of the article takes Jiangsu Province People’s Political Consultative Conference as an example, presents and analyzes the status of its proposal work. For the depth of understanding how the proposal affect public policy, this paper will take Kingdon’s Theory of Multiple Streams to explain the proposals entered policy agenda and did not enter the policy agenda as the two typical proposal.This paper will analyze limitations of the proposal influence public policy by the limitations of the CPPCC system, the proposal system itself insufficient, goals dislocation between the proposal and public policy, external public expectations. CPPCC members’ producing method,CPPCC self-positioning ambiguity, and the bureaucratismlization of CPPCC development affect the proposal system’s effectiveness. There is distance between proposal’s political and public policy’s performance. When the proposals going formalism as it has entered policy agenda,it greatly affected by the external political environment. All these impede the proposals finish their function effectively. Emphasis on the public expect is the basic way to Democratic politics.lf CPPCC proposals work has been out of touch with public expectations, it will directly affect the CPPCC nature of wide representation.This paper will think about the CPPCC members, CPPCC proposals official, the proposal handle person and the public as four main starting point, trying to offer recommendations for overcoming the current proposals’ situation which does not match original position, find effective means to enhance proposal’s policy influence.Finally,we should make the CPPCC proposals be a effective political negotiation channel.
