With the continuous development of China’s economy and society, environmentalpollution is becoming a hot issue of common concern to the public, various types ofenvironmental pollution complaints showed an increasing trend in environmentaldisputes gradually increased, or even lead to confrontation and business people, themasses against the government event. Currently, environmental issues ranked in thetop ten causes of mass incidents ninth, due to environmental problems caused by thegrowth of mass incidents ranked seventh, its annual growth rate of29.8%. Pan Yue,vice minister of Ministry of Environmental Protection noted that China currently has aquarter of the population is threatened substandard drinking water, a third of theurban population is breathing polluted air may be environmental problems caused bymass incidents has become a major political issue. However, the current academicresearch and analysis for environmental disputes and mass incidents are relativelylacking, therefore, concerned about environmental problems caused by the massincidents, academics provide a theoretical reference, reference for the government toprovide practical solutions to environmental group events, become in this paper,research in mind. In this paper, learn the theory of public crisis management theoryand environmental administration theory, focus on how to establish mechanisms forthe prevention of environmental group events unfold study the core issue, the maincontents of this paper include: the background and significance of the study, themain content of the study and research methods, research status of; significance ofthe concept of environmental group events connotation, characteristics, classificationand hazards, environmental groups and government concept of the establishment ofenvironmental incident prevention mechanism for group events preventivemechanism; prevention of environmental group events status quo mechanism,problems and cause analysis; our government to establish countermeasuresenvironmental group events preventive mechanism, from the government to improveenvironmental protection mechanism and improve the working mechanism of thegovernment to deal with two aspects of environmental issues, for our government toestablish and improve environmental groups event prevention mechanisms are analyzed and studied. Especially for the government to establish a scientificevaluation mechanism, the transformation of economic development ideas, andimprove relevant laws and regulations for environmental protection, environmentalregulation to establish long-term mechanism, enhance environmental awareness, andimprove corporate social responsibility, improve public participation inenvironmental protection mechanism, smooth environment aspects of disputeresolution channels in-depth analysis to explore the construction of governmentenvironmental group events preventive mechanisms. In short, this article seeks togive full play to the role of government in building a core group events preventivemechanism, while paying attention to guide enterprises, the media andnon-governmental organizations to play their due role, comprehensive, systematicand dynamic environment to avoid and resolve conflicts, thus preventing mass eventoccurred. It should be said, as long as governments at all levels can plan ahead, raisethe importance of environmental protection work to raise awareness of environmentalproblems caused by conflicts and disputes of great importance to take strong andeffective measures to deal properly solve environmental demands raised by thepeople, we can prevent environmental group events occur, destroy it in the bud,eliminate environmental group events from the source.
