The Study On The Government Response Capability In Environmental Group Events

The environmental group events happen frequently in China,from the beginning of the year 2007 of the Xiamen PX event,one after another PX event broke out in many cities,PX event is of course on behalf of environmental group events,but there are still many other types of environmental group events.And influence of these events is growing,event management is all the more getting a lot of attention.In the management of environmental group events,the government response can be described as one of the most important way,whether it is public opposition to the construction of the project,or dissatisfaction with the quality of the environment,the government needs to respond to them timely and resolved,these are mainly through government response to achieve.At the same time,the government response is also the most direct and effective way for the government and the public to achieve rational interaction in environmental group events.In the current stage the government response in China's environmental group events has begun to improve,the time of government response has a very big progress,began to build a response to the network platform,kind of great progress and improvement.But in the current stage the government response in these events is still a passive response,largely lack of initiative,and therefore often fall into compromise and "double lose" deadlock.There are many factors that lead to the lack of government response,such as the organizational structure of government,the influence of public opinion and so on.But this paper is based on the theory of political system and the combing of literature.It is considered that the expression of interest is an important influence on the ability of government response in environmental group events,which not only conforms to the input and output of the political system,also in the context of environmental group events and government response.Therefore,this paper from the perspective of the expression of interest,the use of government system theory,trying to improve the government response ability in environmental group events.In order to improve the credibility and reliability of the research,this paper takes the Shanghai Jinshan PX incident,which is the outbreak in 2015,and through the form of questionnaire survey,and multiple regression analysis to test the correlation between government response ability and interest expression in environmental group events.Regression analysis shows that the main factors,object factors and channels outside the expression of interest can directly affect the government's ability to respond,and the expression channels and expressions in the system have an indirect effect on the government response ability.Finally,with the support of the political system theory and the results of the multiple regression analysis,the author puts forward some suggestions on how to improve the government response ability in the environmental group events from the perspective of interest expression.
