Village Governance is the process of multiple subjects involved. The Chinese rural society is suffering a dramatic transformation. The rural social relations increasingly atomized and be instrumental, and the social structure is emerging the features about "emi-acquaintance society". Meanwhile, the villagers’ self-government is gradually declined along with the intensified Hollow Village, the village committee and the village Party branch provide opportunity for the other subjects to contend since they exit. To a certain extent, the non-institutional elite turn into the actual governor on public affairs beyond the elite within the system. Along with the marketization, the rural resource gradually boom, the depth and breadth of public resources which are in developed are increasing. Of course, there are various disputes emerged around the using, governing, transferring, distribution of income, which greatly impact the harmony and stability of the rural society. In the current governance, the village elite seek profit in the exploit, contract and allocation of the resources based on their social relations and information, and malpractice of the villagers’ self-government.at the same time, the atomized villagers couldn’t fight as a group. So the governance of the public resource was achieved by sacrificing the farmers’ interestsIn this study, I use the "process-event" method to analysis the governance cases of public resources in a village south of Henan, trying to explain how the various subjects of power participate in the governance and achieve the governance. The survey found that village governance of the public resources is a logical power game among the subjects of power under the special system conditions and background. What need to have a further research is how the governing elite achieve the operation of power in the management of public resources in the countryside? And what is the attitude of the atomized villages? And how do they play the game? What is the main problem of the public resources governance? And where’s the root?To solve the above problems, this study is divided into four parts. The first chapter presents the origin and significance of the research, reviews the domestic and international theoretical theory, and explains theoretical framework and research methods. The second chapter presents the main outline and the basic characteristics of the village’s power structure type, which provides a reasonable basis for the case below. The third chapter describes the stages of the case and the various stages of the issues addressed in the multiple power relations, and the multiple conflicts aroused in the village governance of public resources as while as the interests demands of the parties. The fourth chapter is conclusions and implications section, the village power structure is closely related to the management of public resources, and the game among the village elite and ordinary villagers include themselves is an important cause of the failure, and the unsound of the villagers’ self-government is also the institutional barriers about the village’s power structure optimization and the interests’coordination. On this basis, this study attempts to explore the nature and significance of the polycentric self-governing theory is able to improve the effectiveness of the rural governance of public resources.
