The salary administration system of Chinese public department has been through four large changes, which leads to the gradual rationalization of the salary income level, pay structure and so on.<The civil servant law of the People’s Republic of China>, which promulgated in2006, has simplified the basic wage of civil servants into two parts: the job wages and the position level wages. It also unified the various allowances, and gradually formed a more reasonable new salary management system. However, with the high speed development of economy and society, the salary administration system carried out by the public departments constantly exposing various issues, which have seriously hampered the work efficiency of the staff and the improvement of the overall level of service. It has become of great urgency to complete the salary administration system and improve the deficiency in the system. So the writer finds the main problem in the salary administration system on the basis of the basic content of it. Then the author analyzed the root causes of the problems in the salary administration system on the level of the interaction between justice and efficiency. Lastly, counterplan and proposals of strengthening and improving the salary administration in public department are raised in order to provide reference and guidance in the second time reformation in the salary administration system of public departments.The paper consists of the introduction and other three parts.Firstly the background and significance of the paper were introduced, then the research on the salary management and the status of human resource management of public department were analyzed and overviewed, then the research content, the research approach, the research methods and innovations were also proposed.In the first part, the concept category of the public department was overviewed in detail, and the basic content of salary management was studied, then the differences between the two sorts of salary management of public management and private organizations were analyzed, the paper also elaborated the significance of strengthening and improving the salary management of public department.In the second part, after organizing and reviewing four reforms in the field of compensation management of public sectors, the author pointed out the related problems existed in a special organizational form such as public sectors, which contains low salary level and not coordinate with the development of economy and society, not reasonable salary structure, serious equalitarianism and remarkable differences in different sectors.In the next section, focused on the compensation management problems existed in public sectors, this paper proposed some countermeasures to improve the system construction. Then, on the basis of deeply analyzing the relationship between the fairy and efficiency, this paper further gives some advice on the reform of compensation management of public sectors. Adjusting salary structure, adopting salary encouraging mechanism, establishing reasonable salary adjusting mechanism, strengthening power supervision and dealing with justice and efficiency correctly are included.The innovation of the paper is that it had been studying the history of salary reform of public department and found the problems. It analyzed the causes of the problem from two factors: fair and efficient, which affect the management of salary deeply, then made suggestion to strengthen and improve the salary administration system of public department.
