Wenzhou in Zhejiang province is a city located in east of China,where national economy develops very fast.The development of economy is bound to bring the increase of people income.A town and Wenzhou city is only separated by a river.Thus,their consumption level is similar.While their salary incomes are quiet different because of different administrative level.In all kinds of jobs,civil servants are different from other groups.In most people's eyes,being a civil servant is supposed to be one of most secure jobs,for their salaries is payed by government.Thus,their incomes are influenced by local economy development directly.And thus the level of their income and benefits are followed by other companies.However,some township grass-roots civil servants who work in front-line are quite different from other civil servants who are well-paid and have easy work as most people thought.However,at present,problems like whether the level of township grass-roots civil servants' salaries matches the development of economy,the compensation structure can stimulate them serving for people more efficiently or not become focus topics.This research is to understand present salary condition of township grass-roots civil servants in A town of Wenzhou,through literature review and questionnaire survey of 150 township grass-roots civil servants on the job in A town.In this research,some problems on the salary level,the salary structure,the way of salary adjustment,and the way of welfare carried on are found,which are analyzed by the theories of fairness and of the human nature hypothesis,where,in deep,some countermeasures and advice are brought forward.
