The Study On The Implementation And Effectiveness Of "Village Library" Policy

Village library had established all over the executive villages in2012, which means the primary target of the policy achieved three years earlier than originally planned. However, negative news such as village library has become an elephant can be heard with no end.As an important part of policies to benefit agriculture,"village library" policy is in a dilemma of no benefit to peasants. This paper study on the case of Yaoshan Village, aims to survey the dynamic execution of the "village library" policy from the perspective of a village, comprehends the phenomenon and problems during the process of the policy implementation, those could be reflected and improved by discussing the major effect factors of the effectiveness of the policy implementation。Firstly, the background of "village library" policy, policy transfer and the response of the government、village cadres and peasants is introduced in detail. And then the author cuts to the executive procedure of the policy from a process perspective, making dynamic show about the behavior selection、logic and paradox of the government、village cadres and peasants on the basis of investigating and analyzing the process of policy implementation、results、evaluation. Through the analysis, challenges from multi medias、 the lack of supporting policies and the competing motivation of executive subjects all conspired to produce the policy result of no benefit to peasants, the fundamental reason is the lack of participation of peasants. Accordingly conclude that construct policy democratic mode starting from the demand of peasants, proposing a function expansion method which can promote the village library to break out the limitations of "book".
