Research On The Effective Implementation Of The University-graduate "Village Officials"' Policy In China

The Jiangsu Province firstly leads the University-graduate "village official" policy since 1995. Then the program goes through the stages: the bud,the self-exploration,the comprehensive test and the Universal access. Now it was carried out in full swing in the country. After a long practice, the program has achieved remarkable results and has been generally recognized by the community. But at the same time, there are many immature and imperfect places in the process of the policy implementation. It mainly contains the cognitive impairment of the subject of policy execution , institutional barriers to policy implementation, the drawback of the University-graduate "village official" program mechanism, the factors of the university-graduate "village officials" and the social constraints of external environment. Therefore, the further studies are needed to carry out in order to guarantee the continuity of policies implementation.This paper attempts to study the implementation feasibility and the status of the "village officials" policy implementation from the perspective of the public policy theory analysis. While affirming the achievements, the problems are raised. The paper is divided into four parts. The first part mainly introduces the concept of the village officials and the content,characteristics of the policy. The second part carried out a detailed analysis of the university graduate "village officials" policy, including the implication of the policy implementation, characteristics, principles. The third part summarizes the policy implementation factors,the achievements and problems on the bases of the analyses of the statue of the "village officials" policy implementation. The fifth part puts forward five countermeasures according to the existing problems: improve the level of the policy implementation and enforcement capacity, enhance the sense of identity of the policy; Improve the system of policy implementation; strengthen the system innovation; create a good environment for the policy implementations. Through the analysis on above, I hope it can give the relevant academic research values and provide a reference and guiding values for the effective implementation of the policy.
