At present,China is in the final stage of building a well-off society in an all-round way.Actively advancing rural community governance is an inevitable choice for building a well-off society.The implementation of the “multi-village-one-community” type of joint village governance is a useful attempt and exploration of rural community governance under the overall policy of the state to promote rural community governance,the current status of which are weak in rural social management and public services,lack of social self-government,in need of socio-economic development,and existing governance methods are increasingly unsuitable,combined with the natural and historical characteristics of rural areas in the region.The “multi-village-one-community” studied in this paper is the intervention of the local government through the party and government forces.On the basis that the administrative village system remains unchanged,and each village still continues the original natural living pattern,the adjacent two or more administrative villages form a new rural community and provide unified social management and provision of public services.This type of governance has a high degree of rationality in institutional design and has achieved great results in governance practices.At the same time,however,there are still many problems and deficiencies in advancing the governance of multi-village-one-community,which restricts the further development of rural communities.Based on the above,this paper selects the typical community R in city N in the practice of multi-village-one-community governance.This paper attempts to investigate the situation,effectiveness and experience of the community under the guidance of the government from the perspective of a typical case community by conducting field surveys through questionnaire surveys,dialogues,and interviews.Emphasizing on analyzing the difficulties faced by the case community governance,which include the lack of effective participation of multiple entities,the imperfect organization structure and mechanism of community governance,and the inadequate funding and talent support.In view of the difficulties facedand the causes of the problems,we learn from the experience of governance in other countries and regions.This paper takes polycentricity governance theory and cooperative governance theory as the theoretical guidance,proposes actively cultivating and giving full play to the governance functions and roles of multiple parties such as party committees,governments,autonomous organizations,community social organizations,and community residents.The order of which is to improve the organizational structure and operational mechanism of collaborative governance based mainly on community party committees,harmonious co-construction councils,public service centers,and affairs supervision committees and to establish specific measures such as guarantees for funding and personnel protection systems,the final goal is to establish a long-term,coordinated management system for rural communities and to achieve sustainable management of multiple communities and communities.
