Study On The Performace Of Social Service Function Of Public Security Organs In Zhuzhou

To better perform the function of social service carried out by public securityagencies at the grass-roots level,the redefinition of their social service functionshould be given top priority. we should, on the basis of the background and history ofsocial service as well as related theory of public management,promote thetransformation of the function from administration to service.In this way, politicalrestructuring can be improved and the masses urgent expectations will beresponsed,thus pushing forward social development of the socialist society and theprogress of public security agencies.This paper takes the fulfillment of social service function in Zhuzhou city as theresearch object.Moreover, residents and public security organs in Zhuzhou city arechosen as the respondents of the questionnaire and interview. This paper elaboratesthe current condition of the fulfillment of social service function in Zhuzhou city.Itpoints out that the performance of social service function focus on communitycorrection,resettlement and education,110police service, windows service of policestation, convenience-for-people measures, social welfare activities and public securityinformation service.Function performance has basically achieved the goal to convertconceptually from traditional administration into modern service and to change fromsingleness to diversity on the media.In addition, on content combination ofemergency and routine and in location the extension from internality to externality areprimarily achieved.However，due to the limitation of subjective and objective conditions，problemsincluding formalism，asking for briberies, prevarication, information block,disorderand low quality of service are still exist.After analysis,it can be found that theseproblems are the result of insufficient understanding of social service,vagueorientation of the role in the service, under-advertising and institutional sluggishness.To further strengthen the implementation of social service function in Zhuzhou,corresponding solutions to the problems mentioned above are in urgent need.Firstly,service awareness should be emphasized and brand-new service conceptkeeping pace with the time should be settled.Secondly,public security agencies’subject status as well as professional qualities of civil servants ought to becleared.Thirdly, propaganda strength of the service and the ability of coordinationbetween departments needs to be improved.Finally,in the view of institution,the perfection of laws and regulations is of great importance.The construction oforganizational,supervisory mechanism as well as evaluational mechanism should alsobe put on the agenda.
