Research On The Status And Development Countermeasures Of Villagers’ Autonomy In Hebei

Villagers’ autonomy is an important part of grass-roots democracy construct ofsocialism with Chinese characteristics. Under the new situation of constructing a newsocialist countryside and promoting rural social harmonious development, it is particularlyimportant and urgent to consider how to further improve villager autonomy system andensure the masses to exercise democratic rights in accordance with law. This paper takesthe villagers’ autonomy in Hebei province as the object of study, designed to develop andimprove the villagers’ autonomy in rural Hebei province and better serve the ruralconstruction of Hebei province.This paper takes the democratic autonomy and social development thoughts ofMarxism as the guidance, refers to and draws lessons from domestic relevant theories,conducts field surveys on several rural villages in11cities of Hebei province withliterature studies, comparative analysis and other methods, researches the current situationof villagers’ autonomy in Hebei province and summarizes the achievement of development,such as the gradual improvement of villagers’ autonomy’s legal construction, constantgrowth of village self-government organizations and gradual increase of villagers’democratic awareness, etc. Meanwhile, this paper arranges and analyzes villageself-government’s typical and successful cases like “Qing County Mode”, East Village ofCang County and Wu’an “one system, three normalizations”, expecting to produce ademonstration effect. Certainly, there are still some problems at the implementationprocess of villager self-government. The barrier of institutional implementation is stillrather obvious, the awareness level of villagers needs to be improved, and the conflict ofvillagers’ interests is still serious. The co-existence of achievements and challenges makesour awareness more objective. This paper holds the opinion that the villagers’ autonomywill experience a longer-term process to move towards maturity and improvement. Finally,on the basis of a combination of theory and practice, this paper tries to put forward someproposals to promote villagers’ autonomy from aspects of strengthening the systemconstruction, mobilizing the enthusiasm and initiative of the villagers, resolving thecontradictions and conflicts of interests, and combining the rural social work and villagers’autonomy.The innovation points of this paper mainly include that document literature takes intoaccount the overall of the study of villagers’ autonomy, but it is not deep enough, and it cannot examine the system of villages’ autonomy in a new perspective. This paper tries tocombine the ideas and methods of social work with the problem study of villagers’autonomy, and analyzes excellent cases so as to provide theoretical and practical basis forthe construction of villagers’ autonomy in Hebei province.
