New Rural Democratic Election In South Of Sichuan

Sichuan, the land of abundance, as a vast agricultural country, in which both theeconomic development and the stability of society is intimately related to thedevelopment of agriculture. And the key area in New Rural Construction is Three RuralIssues including agriculture, countryside and peasants. After the1978Third PlenarySession, government decided to hold reform and opening-up policy. This policy hascaused both regional economic and social changes in south Sichuan. And the villagers’autonomy on the premise of democratic election is carried out in the vast rural areas,which is the most enormous achievement in democracy at the grassroots level. Villageself-governance system accelerates the rural political and economic system reforms inChina, ensures peasants’ democratic rights, promotes comprehensive progress of ruralpolitical and economic culture, and carries New Rural Construction of socialismforwarding and countryside refresh.Villagers’ autonomy is the most common democracy at the grassroots level ofpractice. The democratic election as the villagers’ autonomy starting valve, has attractedmore and more attentions in variety of areas such as politics, sociology etc. Byexploring how to perfect the system of democratic election with different analysisapproaches, both the achievements on theoretical and empirical research have beenmade. But in the current process of the progressive advances of China’s new countrysideconstruction, many problems have been exposed in the rural democratic election, suchas development imbalances of democratic election in different areas, faultiness ofregimes and loopholes in the law and so on.Considering the village election in Jiti village, this thesis, on the basis of theadministrative management theory, summarizes the achievements of the election, pointsout the problems in practice and institution, and analyze the causes of those problems.In the view of the current economic and social development situation in South ofSichuan, a set of suggestions have been proposed to perfect the democratic electionsystem in this area.
