Saving Government Agencies Manage Information Service Mechanism Construction And Evaluation

With the rapid development of China’s economy, the growing consumption of resources and energy, sustainable development and economic and social contradictions resource constraints become increasingly prominent. Although now at a critical period of economic restructuring and adjustment of industrial structure, but extensive economic development model has not really been replaced by intensive development model in many areas, resources and energy consumption and waste continues. This is the real problem facing our resources and energy crisis.On the one hand is the resources and energy crisis, on the other hand it is a huge waste of resources. Since the reform and opening up in China, hedonism and consumerism popular in the community, and gradually penetrate into the public sector, resulting a large number of government workers to abandon the concept of thrift, such as rent-seeking by all means to win the public rights interests, to the image of the government departments but also cause serious damage to an enormous waste of resources.Government, as the owners and managers of social affairs of public power, their behavior can bring a significant impact to the members of the society, government savings can lead the whole society savings. This example for action to improve the image of the government and reduce government operating costs considerably. Therefore, the government conservation and efficiency become important issues of government reform.After analyzing summarized and conserving the basic situation of the government building, proposed the establishment of a means of using information technology to help government agencies manage the conservation-oriented information service mechanism. There are six parts of the text of the first part introduces the purpose and significance of the study as well as results about all aspects of domestic and international conservation-oriented government building; second part ideological and theoretical basis for conservation-oriented government, mainly introduced from ancient China to modern foreign ancient Greece to modern times better ideas and theories about the construction of a conservation-oriented government, this article provides a sufficient argument ideological and theoretical basis; third part is to build a conservation-oriented government agencies and analysis of management information service system model, from the construction of the main principles of the model, the model framework, the basic operation mode and elaborate technology in four areas, the system analyzes the structure of the model, operation mechanism and technical feasibility; fourth part is the evaluation of the model, through the establishment of evaluation index system, the use of AHP to determine the weight of each element of the model index weight; part V of empirical research section that using fuzzy comprehensive evaluation method for the Government Offices Administration of Shanxi savings management status of empirical research; part VI of the conclusion of the paper, in summary, based on the lack of papers presented, and its prospect.
