Taiyuan City Community Service Construction Research

Social security is people’s survival and development of the backing，which have thefunction of safeguard social justice，promote social stability and development. Andsocial welfare is an important part of social security. In modern society，the communityhas become an essential part of the city. Under the background of advancingurbanization and more socialized social welfare，community service has become animportant content in improving social welfare，and thus，more and more widespreadconcerned and attended. And social welfare system is an indispensable and importantpart of community service. Community services，also known as community-basedsocial welfare service， is refers to under the advocacy and support from thegovernment，in order to meet the needs of the community residents，to improve theresidents’ quality of life，based on the residents of autonomy and mutual assistance，make full use of various resources to carry out the social welfare of the communityservice.This article selects three sample Jinxiu community， Shanxi university communityand Taonan No.1community， respectively in three community questionnaire andon-the-spot investigation，and access to the street office and residents’ committees ofrelevant documents and materials， combined with related literature consult andresearch，from theAngle of improving social welfare，launches the analysis and researchonconstruction of Taiyuan city communityservice.First I make a demand of community service supply and demand analysis and theresearch of the three sample community residents in this paper，and combining the basictypes and characteristics of Taiyuan city community，summarizes the present situationof Taiyuan city community service. Taiyuan city has made some achievements sincepromoted community service construction from1993，which has passed over20years.But in the process of development still exist many problems，which is communityservice supply，the unreasonable resources disposition，the supply main body of asingle， low residents participation， supply and demand dislocation phenomenonobviously，etc. There exist a big gap between Taiyuan city community service quality and theworld’s advanced communityquality.In the present circumstances，we should fully absorb and learn foreign advancedthe construction of community service experience，develop and perfect the constructionof Taiyuan city community service. On the basis of the analysis and study ofTaiyuan city community service and taking example by the advanced communityservice experience of Japan and the United States，in my opinion，perfecting Taiyuancity community service should fully understand and attaches great importance to theconstruction of community service in the role of social welfare system，besides，Should also be guided by the demands of residents，develop the content of communityservice，absorb community service funds through multiple channels，improve the levelof a contingent of professional community service，define the government functions inthe community service scope，promote community residents to actively participate incommunity service construction， develop community autonomous organizationpositively，and formulate and improve relevant laws and regulations to serve thecommunity.
