Research On Problems And Countermeasures Of Community Home-based Old-age Care Service In Taiyuan City

As a supplement and renewal to traditional families,home-based pension is a new pension model adapting to the aging society,and it is also a pension model suitable for China's national conditions.Home-based pension is a pension mode between family pension and institutional pension.Family as the core,community services,social forces,national policies and legal systems,professional community services as the main body,supplemented by family care,social care model.Its advantage is that the elderly can enjoy the services provided by professionals in their own homes,while at the same time they can not leave their children's company.Since 2000,our country has entered an aging society,and the problem of providing for the aged has attracted much attention.At present,the "9073" pension model points out that 90% of the elderly live at home and 7% of the elderly enjoy community day care services and 3% of the elderly choose institutional pension.It can be seen that home-based pension should be the main battlefield for the allocation of pension resources in China,but the supply of this part of resources is the most scarce,which leads to the majority of the elderly's diversified multi-level pension needs can not be met.Therefore,how to meet the growing demand for community home-based pension services at a high level has become one of the most pressing issues.In the process of establishing the pattern of community home-based pension services,it is necessary to clearly understand the current needs of the elderly,analyze the differences between supply and demand,and find out the existing problems.Give full play to the service enthusiasm of each subject,let each subject participate in all areas of pension services,meet the needs of the elderly,and provide quality services for the elderly.This paper explores the problems of home-based pension service in Taiyuan,and puts forward some countermeasures.This paper takes Taiyuan City as an example to study the problems of home-based pension service.By using the method of questionnaire and interview,this paper analyses the supply and demand of community home-based pension service in Taiyuan.Through the analysis of data,it is concluded that many elderly people's pension needs are not satisfied under the current supply situation.There are some problems in community home-based pension service,which mainly exist in the service content,service personnel and so on.Then through the analysis of community workers,it is concluded that there are some problems in community home-basedpension service.Interviews were conducted to analyze the current supply of home-based pension services.Through the analysis of the problems,the following countermeasures are obtained: taking the government as the leading factor,activating the social supply,broadening the channels of fund raising,strengthening the medical and health care service projects,promoting the "combination of medical care and maintenance",and realizing the scale and specialization of the service staff.
