Present Situation Of Urban Community Pension Resources, Problems And Countermeasures

With the development of science and technology progress and socio-economic, aging of population as a global problem is gradually exposed. With the realistic background of an aging population and the deepening of aging degree, pure institution endowment development insufficiency, the traditional family endowment function weaken, community pension model emerged, with other ways irreplaceable advantages. Community endowment service refers to the government’s policy support and under the macro guidance, which is based on community, launch parties actively involved in social force, the existing resources, make full use of community on a variety of services to meet the needs of the elderly pension services. Community care services allow the elderly to continue living in a familiar home, families and community endowment service personnel take care of them, it is a mode to meet the pension and the traditional culture of China’s national conditions. The future development of community endowment involves the pension funds, several aspects of culture, system, etc. In addition, the abundant material basis is necessary, it also rely on a sound legal system, sufficient human resources as the support, and support from the whole society to community endowment enterprise. Especially under the situation that our current social security coverage is narrow, the pension system is imperfect, more available resources should be integrate and mobilize to promote the development of pension. Resources is the carrier of community endowment service, but at present endowment allocation of resources is not balanced, unreasonable and exist other issues in our country.In this paper, based on the analysis of China’s aging population situation and through to the related literature, firstly defines the meaning and main classification of the endowment of resources. Endowment resources is endowment subject of what they have can bring the practical utility of pension business resources. And then take Beijing as an example, on the basis of investigating and analyzing four types of community of Beijing, take community resources as a platform to integrate resource, and put forward the perfect suggestion of economic resources, human resources, material resources and so on. This article attempts to the integration of resources to improve the community endowment service, by building a community resource operation system to perfect the whole community endowment service system.
