The Problem Of Our Urban Management Law Enforcement And The Research On The Resolvement

To solve the long-standing areas of urban management overlapping functions, duplicate law enforcement, law enforccment disturbing, management and maintenance of the absence of the harrnonious development of cities and other issues, the State Council launched from1997relatively concentrated administrative punishment experimental work in the field of urban management, and implementation of2002onwards comprehensive administrative enforcement pilot. On the basis of the country have set up a comprehensive urban management law enforcement bureau, referred to Law Enforcement Bureau. Law Enforcement Bureau of the urban management law enforcement agencies is a new development with the needs of society and government functions generated, since its inception, in terms of urban management has played its role in improving the appearance of the city, maintaining people’s interests, safeguard the authority of the government has played a positive role in resolving the cross-functional areas of long-standing urban management, long law enforcement, law enforcement disturbing, absence management and other issues. Since urban management law enforcement agencies from the date of birth on the presence of defects in the process of urban management and law enforcement, various contradictions and problems are gradually exposed. For example:inadequate laws and regulations, the low level of legal protection; management system is imperfect, regulatory responsibilities are not clear; low overall quality of law enforcement officers, less the proportion of professional personnel; enforcement authority is not clear, independence is not strongBased on the above analysis, this paper on China’s urban management and law enforcement on the last working some suggestions, including:changes in enforcement philosophy, strengthen urban management and law enforcement ranks, standard enforcement procedures, improve the quality of law enforcement personnel, improve the legal protection mechanisms, which are conducive to China’s urban management and law enforcement, and promote the development of a harmonious society. These suggestions, is the author of the Law Enforcement Problems result of rational analysis and thinking, hoping to work for the health of our city inspectors continued development of humble heart.
