With the rapid development of Chinese economy, the government is making more and more major administrative decision-makings which play an increasingly important role. However, the unsound system of major administrative decision-making of China and the inadequate preparations of administrative organs before making decisions cause that many major administrative decision-makings do not accord with practice after being made without strong operability. In addition, practice situations are always changeable in the process of implementing major administrative decision-makings, which may lead to the conflicts of major administrative decision-makings made with practice. The trace evaluation system of major administrative decision-making can effectively supervise and reflect the implementation of major administrative decision-makings, efficiently prevent major administrative decision-makings deviating from the original purpose of formulation and illegal major administrative decision-makings infringing the interests of the masses.At present, the major administrative decision-making trace evaluation of China has not formed a unified system and is stipulated by various provinces according to their practical situation, which results in many problems of the system such as disordered evaluation subjects, unclear scope, limited methods and obscure contents and the failure of the system to play the role of presupposed supervision and feedback. Therefore, the paper introduces Japanese and American government decision-making evaluation system and attempts to put forward a specific suggestion on establishing major administrative decision-making trace evaluation system according to the practical situation of China, which is also the inevitable requirement of improving the scientificity and democracy of major administrative decision-makings.
