On The Application Of Evidence-based Correction In The Community Of China’s Juvenile Offenders

Since the21st century, the frequency of juvenile delinquency is increasing continuously.The education and transformation problem of juvenile delinquent has attracted more and more social attention from all fields. We prefer to take protective measures towards juvenile delinquent in legislation and practical work instead of simple application of imprisonment. In foreign countries, community correction which plays significant role in education correction has been widely applied. In recent years, we absorbed foreign practice and carried out our own community correction.Our work has gained great achievements. A good community correction mode has formed in cities such as Beijing, Shanghai.But the practical problem in practice is that juvenile delinquent has not been really distinguished from adult criminals. The main performances are the following issues:the flowing correction process, the traditional corrective items, the hierarchical correction relationships, the non-professional correction team. In other countries, the latest trends is Evidence-based Correction. It is considered to be a scientific and effective corrective mode. Its core is that the correction workers, researchers and others should combine their practical experiences. Their work must base on the actual work situation and characteristics of community correction objects. Then they will design the best corrected program and most appropriate corrective projects. Compared with the traditional mode of correction, Evidence-based Correction has the characteristics of democratic, scientific, professional, effectiveness integration and so on. In our country, the implement Evidence-based Correction in the community correction is a good solution to the characteristic and practical problem of juvenile offenders. Either from theoretical point or realistic point, the use of Evidence-based Correction is available According to the reality of China, the application of Evidence-based Corrections should pay more attention to corrective targets, corrective databases, service concept management mechanism and so on.
