Since the reform and opening, the economy of China has made a rapid development and people’s living standards have increased significantly. However, a lot of mass incidents happened in various fields and areas, which brought huge challenges to social stability. Our government invests a lot of manpower, material resources and financial resources to deal with mass incidents, but it is still run into the trouble of palliatives. This article that is research the operation mechanism and legal strategies of mass incidents is based on the big background of the social transformation period of our country.On the basis of existing research literature about mass incidents, I analyze the change of the concept, the definition and types of mass incidents. After determining the basic concepts of mass incidents, I select the Weng’an event as a typical case to card process of events through the four layers, structural factors, group identity, stimulating factors and mass psychology respectively and demonstrated that these four factors on the impact of the operation mechanism of events. On this basis, I will analyze the social reasons of mass incidents through society and citizens of transformation period, the current legal system, mode of administration. Finally I will put forward some proposals from four aspects emphatically:changing the concept of the inherent, expediting benefit expression mechanism, improving the responsibility system and perfecting the judicial relief system.In short, the occurrence of mass incidents is the result of social transition conflict of various interest groups and is a form of expression of interests and Interest demands to related people. The stability of the society needs to understanding and dealing with mass incidents correctly in the law field.
