Research On Urban Village Governance In The Process Of Urbanization

Urban village is the product of China’s urbanization development, which is a binary partition of phenomenon developed by many factors, such as system policy, economic interests, rural and urban management, urban development costs. Compared with urban community, urban village has obvious difference and the insufficiency in landscape architecture, administrative, economic characteristics, demographics, lifestyle, in addition, the overall environment to be out of tune with the city. At the same time, the lag of related policy system, making the social problems and social demands of villagers in urban village become highlight, besides, management problems in urban village also facing challenges, such as the village manager’s pay is low, the low level of management team’s culture, village area large floating population flow, village area personnel quality low, considered the village area environment, and the villagers’ social medical care, education, such as old-age security problems to be solved. The construction governance of the urban village has become China’s important issue in the process of socialist modernization urbanization construction, and construction of a harmonious society.Based on case study, comparative study and literature research, this dissertation systematically elaborates the present situation of the urban village governance, analyzes the problems existing in the urban village governance and its causes, put forward policy recommendations for management optimization in the urban village from the angle of public management. Full text is divided into four parts:The first part is introduction, mainly discusses the research significance and purpose of this topic, research status at home and abroad, the basic definition and related research ideas and methods.The second part analyzes the present situation and problems of urban village governance in Huzhou city. It mainly adopts case study and comparative study to analyze three urban villages in Huzhou at different development stages and different status, to research its governance, collect data, summarize experience, practice combining with the theory, forme a comprehensive understanding. The research results are divided into3points:first, the paper discusses the present situation of urban village governance in Huzhou mainly including three research objects and the means, policies,planning, transformation situation, villagers’ lives, health care, education of Huzhou municipal government and and district government. Second, it discusses the governance effect of urban village in Huzhou, it summarizes the current village governance effective achievements and successful experience. Third, it discusses the problems of the urban village governance through the analysis of the first two aspects, summarizes the current main problems and conflicts of Huzhou urban village governance in the process of urbanization, to the scientific planning and effective management experience for reference in the future.The third part mainly analyzes the causes of the problem of urban village governance in the process of urbanization. through the analysis of the present situation and problems of urban village in Huzhou, this part discusses the causes and main characteristics of urban village governance. There are three main points to be discussed, first, it discusses the urban village governance mechanism, so-called "no rules, no fangyuan", any work activities need to follow the objective laws to go smoothly, so the management of urban villages also needs to have scientific institutions and mechanisms to guide, however, our relevant government functional departments have heavy pressure, which should timely handle urban village governance difficulties, problems, and communicate with the basic research and the masses, top-down and bottom-up combination work, early has general guide meaning to form a scientific and effective replicable system of urban village governance mechanism which can be promoted. Second, it discusses economic conflict in urban village in the process of reform and governance. It analyze the causes, main conflicts, conflict defined benefits related main body, clearly the interaction of various interest related main body, conflict of interest problem is the core element of the urban village governance problems, which is existing with the formation, transformation, governance, the development of the urban village. Third, it discusses the problems existing in the urban village community, village community structure is complex, both the traditional native clan and blood relationship of the collective and has a group of urban residents and migrant workers, these groups constitute a different structures, different needs, different ideas, different get and pay for urban villages, hard integration, governance is difficult, become a major course for the problem of urban village governance.The fourth part mainly put forward some policy suggestions for urban village governance. It mainly put forward relevant innovative proposals to reform the governance policies for urban villages, analyzing it from three aspects, the system pattern, social pattern and physical form, discussing the urban village governance objectives. Work in three steps:1, attaches great importance to the talent team, improve the efficiency of governance,2, innovative institutional mechanisms to broaden the development of ideas;3, implement villages cultural, economic, environmental, social security building, improving community livelihood. Eventually, it aimed at forming a series of comprehensive scientific and effective proposals for urban village governance in politics, economy, culture and society.
