The research proposed to review the historical and social context regarding the emergence since1990s of the consciousness of Slow Transportation System in China. Slow Transportation System was assumed to be the awareness opposite to the ideologically motor-oriented transportation policy.It was formulated upon the material paradox caused by the increasing private motor vehicle amount, and was intensified by the critical analysis towards its material foundation. In the social space, the values is advocated against the motor-oriented transportation policy which constituted by developmental state.The article starts with the urban slow transportation system and the related concepts of government behavior. The paper discusses the theory and practice of urban slow transportation system at home and abroad, analyzes the theory of government behavior, and expounds the connotation, characteristics, basic principles of government behavior and defects, and analyzes the government behavior in the city of slow system builds. Then, it finds out the problems existing in the current slow transportation system, which are seriously insufficient, the traffic safety is threatened, the lack of overall planning and construction of the system and slow dynamic and failed to fully embody the city feature and so on. Based on this, the paper puts forward that it should introduce appropriate slow transportation technology, people-oriented planning and encourage the guiding principle of the broad public participation. In addition, it takes slow transportation system of walk system and bicycle system as an example, discusses the basic requirements for its design and the basic content. Finally, it points out the characteristics of urban slow transportation system and determines the need for government regulation in the process of building and support. Therefore, the paper constructs a "five-in-one" government behavior of support frame including the slow consciousness traning, slow system building, policy support, training performance evaluation, and driver support, and the external environment building. It puts forward the government should be changing from a service-oriented to a regulatory. Also, it should strengthen the policy laws and regulations, formulate standardized index system and cultivate adapt to urban slow system of nonprofit organization to adapt to the slow traffic system may have caused the government behavior change.
