A Research Of Public Participation In Food Safety Supervision

’People is the basic of a country, food is the basic of the people, security is the basic of the food.’Food safety regulation is a process from farm to table relating to the health and safety of the general public, and have played a very important role in the healthy development of China’s economy and social stability. But in recent years, the problem of food as much as a large range involving serious consequences caused by the fraud of the worst episodes, so it is natural for people to think of strengthening food safety supervision. With public’s concern about food safety continuing to rise, if we do not guide and control from the point of food safety regulation, then the social stability will be threatened. Therefore, the study of public involvement in food safety regulation has great practical significance.Although food security has become a hot issue discussed in academic circles at home and abroad, current research focuses primarily on issues of food safety cognitions, the causes of food safety issues, food safety control and management strategies. The study confined to the consumer’s risk perception and purchase behavior, lack of research on the paths of public participation barriers and promotion public participation in the food safety supervision. Therefore, researching to the barriers of public participation in food safety, especially researching to promote public participation in the path of food safety regulation is particularly urgent. Based on this, firstly this paper analyzes from the necessity and behavioral characteristics of public participation in food safety regulation:Comprehensive application of public choice theory and the theory of civil society to explain the necessity of public participation in food safety issues. Further combing questionnaires and in-depth interviews, analyzing behavior characteristic of public involvement in food safety supervision presenting in questionnaire, analyze and summarize the major issues of public participation in food safety supervision which exist in five areas; Secondly, explore the deep-seated obstacles of public participation in food safety supervision:This section concludes that public involvement in food safety regulation is not sufficient primarily because of external barriers and internal obstacles. Wherein the external barriers include the defects of structural constraints and social capital development system; Public own obstacles include a lack of confidence in the regulatory system, the rational in public participation, the ability of participation and the concerns about the risks of being involved in. Finally, this paper attempts to explore a set of feasible path that meets the practical needs of our country to promote public participation in food safety regulation. Suggesting six areas concluding improving food safety information publicity system, reducing participation costs, rationalizing the participation channels, improving the food industry and consumer associations and other associations, science popularization for crisis and regulating the field of food science and technology innovation to promote public participation in food safety regulation. The author believes that only train a group of "discerning" consumers that the problem of food security can be solved and only food safety problems are solved that a truly happy society can be establish.Paper due to author’s theoretical level and ability, deadline, length of the paper and other constraints, there are still some limitations. Since the food safety regulatory system is a complex project, some details of the paper need to be further researched, such as the evaluation of public participation in food safety regulatory, the results of public participation into Cadre mechanism, further tap the questionnaire survey data, etc. It is necessary to introduce an updated theoretical in the future to process a more comprehensive analysis, which is the direction I want to continue to work hard in the future learning process.
