| Food is the basic energy and nutrition for human life.With the development of economy,the social demand for food has entered the transitional stage from eating well to eating healthy.However,in recent years,food safety accidents emerge in endlessly.The outbreak of safety problems,such as toxic milk powder,gutter oil and leather shoes yoghurt,has a huge impact on the health of consumers and the food industry,and the food safety problems are increasingly prominent.In order to crack down on illegal and criminal acts of food safety and stimulate the public to actively participate in food safety supervision,in July 2011,the food safety office of the State Council issued the guiding opinions on the establishment of food safety bonus reporting system.During the eight years,30 provinces and cities,including Hebei and Shandong,successively formulated the food safety bonus reporting system,a total of 314 prefecture level city documents made the system Corresponding regulations and adjustments.However,due to the low level of legislation and the different time of promulgation of the system in different provinces and cities,the provisions of the bonus reporting system are in conflict with each other,the implementation effect of the bonus reporting system is not good,and the public participation is not high.At present,as an institutionalized public policy,the food safety bonus reporting system is in system formulation,system implementation and system guarantee There are many problems in the three aspects,and these problems are the root cause of low public participation,which violates the original intention of system formulation.Therefore,it is urgent to use the theory of public participation and system theory as theoretical guidance,draw on the successful operation experience of relevant systems in the United States,Japan and other countries,and improve system formulation,system implementation and system guarantee Face design.This paper studies the issue of improving the public participation in the construction of reward reporting system in food safety supervision.On the basis of clarifying the research scope and research theme,the paper first defines the basic concepts of food safety supervision and reward reporting system;then through combing and analyzing 314 relevant documents and literature,it determines the current situation and existing problems of reward reporting system in China,and combines the successful experience of Japan,the United States and other countries,and puts forward the improvement of reward reporting system in combination with the actual situation Countermeasures and suggestions on the construction of reward and report system. |
