The Exploration On Interaction Between The Government And The Public Welfare Organization From Administration Perspective

Since the reform and opening up, the transformation of China’s market economicsystem and government functions, and the government’s social management innovationpolicy guidance, plus development of society itself have given birth to a large numberof non-governmental organizations. Moreover, as in the transition period of China’ssocial complexity and risk increasing, the double failure of government and market insome areas, then the non-governmental organizations get the space of existence. Thus,public welfare organizations in many fields will be involved in the management or havebeen involved in governance so that they can interact and extensive cooperation withthe government in some area. But the benign interaction between the government andpublic organizations won’t formate spontaneously. Base on" strong government, weaksociety" special conditions, the interaction between the government and the publicinterest organizations is faced with many difficulties. Therefore, it is very necessaryexploring during governance, the government and the public organization how playtheir roles, and the government how to make public welfare organizations give full playits synergistic effect, forming the benign interaction effectively between the twoOrganizations.This paper tries to research results at home and abroad in recent years about therelationship and interaction between the government and public organization.Considering theory relationship between state and society, social organization theory,management theory as the analysis tool. Combing literature research, case studies andcomparative analysis, empirical analysis and normative analysis to introduce theprocessand the value of public interest organizations in the interaction of government aswell as interactive obstacles from the government. So get the reasons which lead to obstacles from government, public interest organizations,and market perspective inorder to arise draw four conditions to promote positive interaction between thegovernment and public organizations. In the end, we can explore a specific path ofpromoting and forming positive interaction between the government and publicorganizations.
