Status Quoanalysis And Study Of Countermeasures For The Implementation Of Venture Philanthropy By Grassroots Government

As China unswervingly push forward reform， the release of huge energy in theChinese society and diversified needs， for the development of social organizationbrought a broad space for development. In recent years， the government also graduallyrealize that the social organization is not only to strengthen management， moreimportant is to cultivate support. Also in line with the principle of "small government，big society"，in transferring some social management functions to the process of publicwelfare organization， continuously explore and public welfare organizations，cultivating and supporting mechanism innovation.Originating in Europe and the United States of venture philanthropy， promote theconstruction of public welfare organization， funded through the innovative targetedmake up for the money and ability is insufficient，make public welfare organization getfast development need more support and help， self-sustainable development. Began totake root in our country and the development of venture philanthropy， changing thepattern of the development of China’s public welfare undertakings， and to changeChina’s corporate social responsibility， the development of social organizations tofoster mode.The thesis aims to study the status quo of grassroots government’s participation inventure philanthropy, analyze its policy making and practical implementation, uncoverthe existing problems in the process as well as propose suggestions for its futureimplementation of venture philanthropy.This thesis mainly focuses on the following three aspects:(1) Research on venturephilanthropy just started in China, so there has been few research findings yet. Thisthesis has studied the necessity and effectiveness of governments’venture philanthropy through combining relevant domestic and international studies in this area.(2) Withthe case study of venture philanthropy competitions held by Suzhou municipalgovernment, this thesis looks into the problems discovered in the implementation andanalyzed the possible causes.(3) This thesis has also reflected on the functions andpositioning of the venture philanthropy implemented by grassroots governments and putforward a series of suggestions and solutions for the government to better implementventure philanthropy.
