Study On Process Management Of The Cooperation Between Government And Social Organizations In Venture Philanthropy

With the rapid development of economy and society, the demand of public services are increasingly diversified and personalized. Providing public services based on the way of the cooperation between government and social organization to cope with this situation, it more and more becomes one main choice of the people. With the development of venture philanthropy, it is a good opportunity to innovate the supply mode of public service and promote the cooperation between government and social organization. In china, the venture philanthropy is a new way of providing public service by cooperation between government and social organization and the type of collaborative cooperation, in order to meet the growing demand for public services and achieved many social and economic benefits.But there are some problems in venture philanthropy. Such as the cooperation is relatively simple; the content is not comprehensive; the process is not perfect; the quality of service is not good and the use of funds is not standardized. And the imperfect process of cooperation management is one of the prominent problems. Such as the content of cooperation process is not clear; stage division is unreasonable and management is not perfect etc... At the same time, the research of the cooperative venture philanthropy mostly focused on the concept, significance, mode and problems and countermeasures. And the researches don’t focus on process management, especially the research of process division, specific process management and contract management.Aiming at these problems, based on theory of governing by contract and practical experience, this paper divide the theory framework of process management into two levels:the concept of cooperation and the process of cooperation. And the processes of cooperation include four stages:integration stage, operation stage, separation stage, Sublimation stage. Secondly, based on the theoretical framework, the paper in-depth analyzes the case of Shanghai city with the framework, and the framework has been validated and supported.But there are many problems in the process management based on the analysis of the case, such as the imperfect process of the contract negotiation, the lack of professional team for contract management and service process supervision, the single supervision way, unreasonable evaluation index and the incomprehensive performance evaluation, and so on. Finally, based on the theoretical framework and the existing problems, this paper puts forward the feasible suggestions for the process management with the strengthening of supervision, improving the contract management, strengthening performance assessment and broadening the way of cooperation.
