A Study On The Model Of Venture Philanthropy Dominated By Government

In China,the government plays an important role in Venture Philanthropy.But in the west,the government mainly participates as a supporter and advocate.As the Venture Philanthropy under the government is the most extensive in China,the paper selects this as the research object.This paper defines "government-led" as opposed to "enterprise-led" and "foundation-led".This is an investment incubation form in which the government,as the initiator and leader,applies the concept of commercial venture capital to the field of public welfare and charity,and cultivates the sustainable development ability of social organizations through capital and non-capital support.First of all,the current running mode of Venture Philanthropy in China is sorted out.Based on the implementation process of Venture Philanthropy and the cooperation between government and society,it is divided into three modes.According to the characteristics of Venture Philanthropy and three practical cases,combining with the theoretical analysis framework,the differences between different modes and their different impacts are compared.The research found that the relative dominant strength of the government and the diversity of public welfare partners had a significant impact on the cooperative relationship between the government and the society.From the perspective of organizational sustainable development,the social target organizations in cooperative governance have the lowest dependence on the government's economic resources.The effect of this model is the best,and it is most consistent with the characteristics of Venture Philanthropy.However,the three models have their applicable conditions.The difficulty of management and replicability also change with the enhancement of the cooperation between the government and the society.What is more needed for the orderly promotion and practical guarantee of the cooperation between Venture Philanthropy and government agencies is a comprehensive policy package and a complete legal system.
