The Research On Governance Model Of Government To Official Non-profit Organization

Since the nineteen eighties, Chinese non-profit organization has been rapidly developed, however, in the same time has it exposed much problem also:administrative phenomenon, lack of social responsibility, integrity crisis, low organization efficiency.. it has affected the efficiency of non-profit organization, destroyed the public image of non-profit organization, is not conducive to the sustainable development of non profit organization. The appearance of these problems constantly constitute new challeges to the governance of non-profit organization.In the international academic community, governance is an important topic in the study of non-profit organization. But the present research on the governance of non-profit organization is very weak in domestic academe, especially in official no-n-profit organization. The governance of Chinese official non-profit organization h-as the feature of government leading, study on the governance of official non-pro-fit organization can not ignore the role of the government. But the study on the governance of non-profit organizations in Western emphasizes on the theory of co-uncil, the research on the government governance is inadequate. The author thinks, to discuss the effective mode of government governance for the operation of non-profit organization, we need to understand what effect the different mode of gove-rnment governance have on the operation of organization through empirical resear-ch.This study tries to empirically research on the operation status of non-profit organization under different government governance mode by the interview and observation method, taking three rural welfare institutes in a different towns of Fengcheng county for example, analyse the impact of government governance on non-profit organization, the different reasons for the formation of government governance mode, the operational characteristic and function of non-profit organization under different governance mode deeply, and discuss that the government how to set up effective governance mechanism in order to promote the sustainable development of non-profit organization, refering to the relevant results of studies on the operation of non-profit organization, on the basis of the new institutionalism theory and the principal--agent theory.Study found that, on the whole, all levels of government governance on official non-profit organization form a long-term "administrative contract". According to the differences between different competent departments in the control and exercise of incentive distribution right, we can divide the governance mode of competent departments into three classes: controlling incentive, formalistic incentive and authorized incentive. From the formation of different governance modes perspective:controlling incentive is a choice of competent department following legality mechanism and sacrificing efficiency mechanism; formalistic incentive is a relative balance between legality mechanism and efficiency mechanism which the competent department try to reach at a low level; authorized incentive is a management decision the competent department make on the basis of positive evaluation about "value orientation" of the agent, in order to reach the benign interaction between legality mechanism and efficiency mechanism. From the operational characteristics of organization perspective: the non-profit organization under controlling incentive has a advantage of stability in operation; but the operation is rigid, lacking of sustainable power of development; the non-profit organization under formalistic incentive has vitality and flexibility in operation; but it faces multiple risks; when the agent has "high value rational action oriented",the non-profit organization under authorized incentive can play a powerful force in operation, at the same time, it shows weakness of low stability and continuity in the development.The innovation of this paper lies in the object innovation, idea innovation and method innovation. The limitations of the research is that the object of research needs to be further expanded, and the content of the research needs to be further improved.
