The public employment service is one of the important contents of the public welfare employment service provided by the government.In today's world,most countries attach importance to the construction of public services,and take providing better public services for citizens as the key to promote economic and social development.Public employment services are also attached importance to.On one hand,public employment service is an important way for the government to stabilize and expand employment.On the other hand,the use of public employment services is the right of citizens.China attaches great importance to the positive role of public employment services in promoting employment,stabilizing employment and expanding employment of various groups,and attaches great importance to the transfer employment of rural labor force,a special group.From 2004 to 2015,twelve central "no.1 documents" were issued,indicating that successive governments attached great importance to issues related to agriculture,rural areas and farmers.To solve the problem of rural labor employment is an important part of the "three rural" issues in China,and to provide employment services to rural labor with the help of various employment service agencies to promote the employment of rural labor and improve its employment quality has increasingly become one of the important measures to solve the problem of rural laboremployment.The public employment service system is a collection of supply side and demand side.According to the research object and research purpose,the main body of this paper is the government,including a series of contents such as public employment service institutions,policies,systems,informatization and public employment service projects.The object is the rural labor force.The research object mainly includes the individual basic situation of the rural labor force,the use of public employment services and the demand.In recent years,Tibet has attached great importance to the employment of rural labor,and actively promoted the transfer of rural labor and the provision of public employment services.However,with the continuous progress of urbanization,the rural labor transfer and employment in Tibet still face many problems,and the public employment services provided for rural labor are still inadequate and defective.Followed Tibetan areas such as rural labor employment and the public employment service problems,this article in Lhasa,for example,from the perspective of rural labor force,using research methods such as case study,statistical analysis,on the one hand,according to the situation of public employment service system for the construction of the Lhasa,on the other hand,farmers from the village to the public service employment situation and the demand situation,comprehensive analysis of influenceof rural labor force the influence factors of public employment service demand,a comprehensive study of Lhasa's public employment service system,discovery and from a new point of view of the problems existing in the public employment service system construction,and Lhasa.This paper aims to study the problems existing in the construction of public employment service system in Lhasa from the innovative perspective of rural labor force,and put forward countermeasures and Suggestions for improving the public employment service system in Lhasa.The main research results are as follows:(1)in terms of the main body,there are still many problems and deficiencies in the construction of public employment service institutions at all levels in Lhasa,which are mainly reflected in the following aspects:(1)the unreasonable layout of public employment service institutions;(2)the lack of policies and systems for rural labor employment in public employment services;(3)all levels of public employment service information construction level is low;(4)the supply of public employment service projects lacks standardization and fails to fully consider the differences between different groups' demands for public employment service.(2)in terms of the object,rural labor is one of the objects to enjoy the public employment service provided by the government.To provide public employment service as an important measure to solve the problemof rural labor transfer and employment is the need of China's social and economic development,which also reflects the purpose of service-oriented government.The research finds that:(1)the rural labor force has low education level,low income level,low utilization rate of public employment services,and is at a disadvantage in obtaining public employment service resources;(2)the rural labor force on the public employment service understanding and satisfaction degree is low,but in the behavior attitude,subjective norms and perceived behavior control are positive.(3)the influencing factors of public employment service demand of rural labor force are age,education level,current job status,monthly income level,subjective norms and perceived behavior control,which have different degrees of influence on various public employment service demand,among which education level has the most extensive influence.Based on the above research results,this paper puts forward countermeasures and Suggestions for improving the construction of public employment service system in Lhasa from the two aspects of subject and object,and advocates that the government should fully consider the needs of rural labor force,a special group,in the supply of public employment service,and take its needs as the main reference basis for supply.
