Improve Administrative Oversight Mechanism In China's Theoretical Thinking And Path Analysis

Since the country was generated, the balance and constraints on state power has been an eternal theme. Administrative supervision, as an important part of national supervision system, plays a decisive role in the activities of state administration. The administrative supervision efficacy of a state is high or low, which will directly affect the overall efficacy of the national government administration. Administrative supervision is an essential function of state administrative management. Administrative supervision is an important mechanism of maintaining the normal operation of the state machinery, especially in the economic development process, which plays a crucial role in curbing the abuse of administrative power. Efficient government must have administrative supervision as the effective guarantee.Along with the continuous advance of Chinese economic system and political reform, some areas and some sectors presented the phenomenon of the administrative anomie and corruption, which seriously hinders the pace of Chinese reform and development. The report of the Seventeenth National Congress, in the light of Chinese administrative supervision of construction, puts forward the requirement of "to improve the mechanism of restraint and supervision, to ensure the power entrusted by the people is always used for the people’s interest", and thinks "to ensure the proper exercise of the powers and let the power operate in the sun". Currently, China is facing a critical period of building a well-off society and deepening the reform, facing the highly complex and diversified administrative ecology in the transformation, how to build a sun-drenched administrative supervision mechanism and environment, is an important issue that needs our repeated reflection.This paper uses the method of literature research, comparative analysis and interview to make a five-part systematical discourse about China’s administrative supervision mechanism. The first part is the relevant theory of administrative supervision mechanism, which elaborates its definition and theoretical foundation and the realistic necessity of perfecting the administrative supervision mechanism; the second part is the country comparison between Chinese and foreign administrative supervision mechanism. Through Britain, the United States and China, it compares and analyzes the differences between Chinese administrative supervision system and foreign administrative supervision mechanism from five aspects; It is not difficult to discover the deficiency of Chinese administrative supervision mechanism, which paves the way for the back discussion. The third part analyzes the administrative supervision mechanism of China problems. From the main body of supervision, mode nine aspects detailed analysis.
