The Research And Analysis Of Straw House Reconstruction Project In Noyi Village Of Heilongjiang Province

The "three issues concerning farmers" now is becoming urgent social problems, not only because of the history of the deposition, but also the absence of public policy in the countryside to a great extent. Fundamentally discussing resolutions about "agriculture","rural","the farmer" is becoming the era’s call. The fifth plenary session of the party’s official proposes the new goal on countryside socialist construction, as our country’s modernization process in the great task. Construction of new socialist countryside is a great new era of system engineering. Scientific public policy formulation and implementation is the key. The session pointed out:According to "development of production, well-off life, civilization of countryside, neatness of village, democracy of management" requirement, adhere to the reality; respecting the wishes of farmers, we earnestly and assiduously begin the new rural construction. Later, all the countries are beginning vigorously the new rural construction, some places really achieved great results, but generally speaking, in many places, the effect of new rural construction are not pretty. In the very great degree, the reason is the lack of the farmers’main body status in policy formulation and implementation of the process. The local government policymakers ignore the farmers’main body status. In the condition of not knowing farmers’will, they set foot on policy formulation and implementation. All this finally weaken the farmers’trust to the government and satisfaction to the policy. The construction of a new socialist countryside, farmers should not just be policy passive recipients, should play the main role.Based on the theory of public policy, under the guidance of the field survey method, interview method, through the specific empirical exploration on the operation policy--straw house transformation of Noyi village in Anda city of Heilongjiang province, the paper analyses the results and problems of farming village house reform policy, and the reasons of the policy implementation deviation. The author thinks that the new rural construction should fully guarantee their political participation rights, build the participation platform for farmers in formulation and implementation process. And we also should correctly play the function of the guidance of the value of the policy, to ensure the fairness, the unity of farmers’policy value subject and creating subject position.The article is divided into three chapters:the first chapter is an introduction to the present situation of the construction of the new countryside in Heilongjiang province, general situation of the construction of Noyi village, the general developmental situation of the village, and the achievements since the implementation of policy reform.In the second chapter, I concluded the existing problems of the village house renovation. In the third chapter, I analyse the reasons of influencing the effect of the policy, In the fourth chapter, I put forward the countermeasures to ensure farmers’subject position in the new rural construction policy formulation and implementation.
