Competency is a kind of ability in doing a work that can distinguish the general people between the outstanding ones, it can be a motivation, character, self-image, attitudes, values, a field of knowledge, cognitive or behavioral skills, which can be reliably measured or counted to effectively differentiate between good and the general performance of individual characteristics.This study aims to establishing the competency model of the political cadres in Ningxia by exploring their competent differences of gender, ethnic, education, years of work experience and level of their political jobs. It adopts the method of Behavioral Event Interview (BEI) to interview20political cadres in Ningxia, based on which their competent characteristics are concluded. The "Questionnaire of the Political Cadres’ Competent Characteristics in Ningxia" is made according to the results of BEI. In addition, the competency model is established, which insists of six factors:the value, communication and coordination skills, political caliber, appreciation of good quality of other people, personal characteristic and learning capability.By interviewing504political cadres in Ningxia, this research draws some conclusions. Firstly, there are no competent differences in variables of sex, ethnics and education of political cadres’ in Ningxia. Secondly, there are remarkable competent differences in variable of years of working experience, indicating that the longer he/she works, the more competent he/she is. Thirdly, there are competent differences in variable of work department nature, which shows that cadres in government scores higher than those in political party department in the factor of personal characteristics. Fourthly, there are competent differences in variable of levels of political jobs, the result shows that the higher job level he/she is, the more competency scores he/she gets. Through the analysis of those differences, results lie in that different work nature, years of working experience and the level of jobs have different requirements for the competency of cadres of political department.A competency model of political cadres in Ningxia is established and a quantitative study of the competency of cadres in political department of minority ethics in Ningxia is conducted in this paper. It provides a reference for the establishment of training mechanism and improvement of the evaluation system of the political cadres in Ningxia.
